Recently, children's toys exported to the United States by an enterprise in Jiangsu Province were returned, but through self inspection, the product quality was not abnormal. Therefore, the enterprise turned to the inspection and Quarantine Department of Jiangsu Province for help. After investigation by the inspection and quarantine department, it turned out that the enterprise failed to provide the official children's product certificate of the United States in time, resulting in the product being returned by the United States.
According to the introduction, the Consumer Product Safety Act (CPSA) of the United States stipulates that manufacturers and importers of children's products must provide written children's product certificate (CPC) based on the test results of laboratories recognized by CPSC to prove that their products meet the corresponding children's product safety regulations, and the certification subject is manufacturers or importers. CPC certificate and supported test report must be in English, and the content must include product identification information, each CPSC child product safety regulation quoted, American importer or manufacturer's conformity certification identification, contact information of test data maintenance personnel, product production date and address, date and address of conformity test, CPC test items and other information.
As an important condition for issuing certificates, children's products exported to the United States must pass the compliance test conducted by a third-party laboratory recognized by CPSA. The test items mainly include lead, o-benzene-pvc plastic plasticizer, lead paint, etc.
Jiangsu inspection and Quarantine Department reminded that in addition to product quality and specification problems, children's products refused to export to the United States may also fail to provide CPC certificate, or the certificate is not compliant. When exporting related products to the United States, the enterprise shall pay attention to providing corresponding supporting documents as required.
